I have read some about this issue. In many cases, the
problem turns out that NetBIOS over TCP/IP for TCP/IP V4
in the Network Connection properties was disabled. To
enable this setting:
- In
the Notification Area, right click the Network icon.

Select Network and Sharing Center.

Select Manage network connections.

Ensure that Network Discovery setting is "On".

Ensure that File Sharing is "On".

Ensure that Public folder sharing is set to "Off ".
- If
you want other computers to be able to share your
local printer, ensure that Printer Sharing is set to
"On".

From the left pane, select Manage network
connections.

Right click on Local Area Connection (or your inuse
connection).

Select Properties from the resulting window.

Either select 'Continue' from the UAC prompt or
supply your Administration password and user name.

Select Internet Protocol Version 4 (TCP/IPv4).

Select Properties>> Advanced>> WINS tab.

Select the "Enable NetBIOS over TCP/IP" radio
button.

Click the OK button twice then select Close.
Another
possible remedy for this behavior would be to disable
any third party firewall. It could be blocking a
necessary port or blocking a needed program.
